    Onboarding Process for Managing Agents

    At 3CHA Ltd, we take a structured, transparent, and quality-driven approach to onboarding new Managing Agents (MAs). Whether you’re a new provider or an existing partner expanding your services, our onboarding process ensures that every property and partnership meets our high standards for safety, compliance, and resident wellbeing.

     

    Step 1: Development Assessment & Approval

    Before any new service can begin, we carry out a two-stage assessment process:

    • Stage 1 & 2 Assessments: All new MAs or new developments must complete our ‘New Provider Stage 1’ and ‘Stage 2’ assessments.
    • Board Approval: These assessments, along with a narrative report and recommendation, are submitted to the 3CHA Board for formal approval.
    • CEO Approval (for existing MAs): If an MA is already accredited, has a green RAG rating, and no material changes to previous submissions, the CEO may approve new services following a ‘New Property Assessment’.
    • MAs with red RAG ratings or unsatisfactory performance will not normally be approved for expansion unless exceptional circumstances are justified and approved by the Board.

    Step 2: Property Inspection & Standards Check

    Every property proposed for onboarding is subject to a thorough inspection:

    • Site Visit: 3CHA staff visit the property to verify details provided by the MA.
    • Condition Assessment: The property is assessed against 3CHA’s housing standards, with photographs and notes recorded.
    • Documentation Review: All development assessment forms are reviewed and updated to ensure accuracy.

     

    Step 3: Lease & Management Agreement

    Once approved, we formalise the partnership through our standard legal documentation:

    • Non-Negotiable Templates: Our lease and MA agreements are fixed in format, with only the term, start date, and payment details subject to change.
    • Ownership Verification: We verify property ownership through deeds or land registry records.
    • Third-Party Landlords: If an intermediary landlord is involved, we ensure lease terms are aligned and permissions are in place to operate services effectively.

    Step 4: System Integration & Record Keeping

    All property and partnership data is securely recorded in our internal systems:

    • Electronic Systems: Property details, lease documents, and alerts for key dates are entered into bespoke management (or equivalent).
    • MA Training: Managing Agents are trained to use the system for recording resident information and updates.
    • Ongoing Updates: As residents move in, MAs are responsible for maintaining accurate records.

    Step 5: Quality Assurance & Service Review

    To ensure high standards are maintained from the outset:

    • Initial Review Visit: Within three months of lease commencement or full occupancy, a 3CHA Housing Officer or representative conducts a review visit.
    • Resident Engagement: At least 50% of residents are spoken to during the visit to gather feedback and assess service quality, we aim to gather feedback from everyone.
    • Quarterly Returns: The visit includes a review of the MA’s first quarterly performance return.
